The Principality of Monaco took part in the 75th session of the World Health Organization Regional Committee for Europe (WHO/Europe), held from 28 to 30 October 2025 in Copenhagen, Denmark.

The Monegasque delegation, led by Mr. Christophe Robino, Minister of Health and Social Affairs, participated in the discussions in a context of budgetary constraints and significant public health challenges.
The session provided an opportunity to review the European health situation and to discuss strategic directions for the coming years.

A “Return to Essentials” at the Heart of the Discussions

During the general debate, dedicated this year to the theme of a “Return to Essentials”, Mr. Robino reiterated Monaco’s steadfast commitment to the WHO, while calling for a refocus of the Organization on its core functions.
He also stressed the importance of responsible governance, serving effective multilateralism, health policies, and populations.

In this spirit, the Minister emphasized that this “Return to Essentials” should also inspire Member States in their national policies.
In Monaco, this translates into a strengthened focus on key public health priorities: prevention, screening, and vaccination.

Adoption of the European Work Programme 2026–2030

One of the highlights of the session was the adoption of the second European Work Programme (2026–2030), the result of a year of active collaboration in which Monaco played a part.
The Principality welcomed an ambitious text, aligned with the Sustainable Development Goals (SDGs), and highlighted five strategic priorities:

  • Health security,

  • Noncommunicable diseases and mental health,

  • Healthy ageing,

  • The climate–health nexus,

  • Transformation of health systems.

Monaco also expressed support for special initiatives on primary health care and the fight against violence towards women and girls, while calling for broader inclusion of child and youth protection.

Climate, Artificial Intelligence and Sustainability: Key Future Challenges

Discussions also addressed major emerging themes, including artificial intelligence in health, sustainability, and the climate–health nexus.
In this context, Mr. Robino participated in a high-level meeting to provide policy guidance and contribute to the work of the expert commission on climate and health, whose conclusions are expected in 2026.

Bilateral Meetings and Regional Cooperation

On the sidelines of the session, the Monegasque delegation held bilateral meetings with European counterparts and international partners.
Mr. Robino presented Monaco’s progress in monitoring high-risk pathogens, including polioviruses, achieved through close collaboration with WHO/Europe.

The delegation also met with French and Italian representatives to advance joint projects of mutual interest in the field of public health.

A Lasting Commitment to Health and Solidarity

Through its active participation in this 75th session, Monaco reaffirms its commitment to equitable, sustainable, and innovative global health.
The Principality continues to promote health policies grounded in prevention, solidarity, and international cooperation, serving people of all generations.
