By Sovereign Ordinance published in today’s Journal de Monaco, Mrs. Ludmilla Raconnat Le Goff, Director General of the Department of Social Affairs and Health, has been appointed Delegate in charge of Attractiveness to the Minister of State and Secretary General of the Strategic Council for Attractiveness.

Reporting directly to the Minister of State, Mrs. Raconnat Le Goff will be tasked with coordinating the Principality’s attractiveness policy in all its dimensions, with particular responsibility for:

  • proposing to the Prince’s Government a strategic roadmap for 2025–2026, structured around governance, coordination, and selectivity;

  • strengthening synergies between public and private stakeholders involved in attractiveness;

  • establishing a common editorial line for all partners;

  • developing tailor-made support mechanisms;

  • ensuring the revival and operation of the Strategic Council for Attractiveness (CSA).

A career dedicated to serving the State
A graduate of Kedge Business School (Economics and International Business), Mrs. Raconnat Le Goff has devoted most of her professional career to serving the Monegasque State.

As Director General of the Department of Social Affairs and Health since 2021, she has overseen major reforms: pensions, teleworking, creation of the Monegasque Supplementary Pension Fund (CMRC), opening of the Franco-Monegasque Day Care Center for Child Psychiatry, as well as the establishment of all Covid-related structures (monitoring, testing, and vaccination) during the health crisis. She has also served on the boards of health institutions in the Principality (Princess Grace Hospital Center, Monaco Cardiothoracic Center, IM2S).

Previously, she held the positions of Technical Advisor and then Secretary General within the same Department.

From 2007 to 2009, she also served as Deputy Director at the Monaco Economic Board (MEB), where she took part in economic promotion operations for the Principality as well as the organization and management of international economic missions.
