On April 8 and 9, 2025, a Monegasque delegation led by the Secretary of State for Justice, Director of Judicial Services, Mr. Samuel VUELTA SIMON, presented Monaco’s report on the implementation of the United Nations Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment in Geneva, at the headquarters of the UN High Commissioner for Human Rights.
He notably presented Monaco’s legal framework on the matter, as well as the independence of the judiciary and the judicial authority. The efforts undertaken since the previous review in 2016 to strengthen the legal and institutional framework, with the objective of ensuring increasingly effective protection against all forms of violence, were also highlighted.
The frank and constructive dialogue between the Monegasque delegation and the Committee’s expert members also addressed guarantees for the respect of human rights, legal aid, improvements in detention conditions in the Principality, the transfer of prisoners, and other related matters.
The delegation was composed of representatives from the Directorate of Public Security, the Directorate of Legal Affairs, the Directorate of Judicial Services, the Department of External Relations and Cooperation, and the Permanent Mission of Monaco to the United Nations Office in Geneva.
As a reminder, the Principality ratified the aforementioned Convention in 1991. As with other such reviews, the United Nations Committee against Torture will later publish its concluding observations, including recommendations that will be subject to a follow-up procedure.
