Mrs. Isabelle Berro-Amadeï, Government Counselor-Minister of Foreign Affairs and Cooperation, took part in the 133rd Ministerial Session of the Council of Europe held in Strasbourg on May 16 and 17, 2024. On the occasion of this session, a commemorative ceremony marking the 75th anniversary of the Organization took place at the Opéra national du Rhin in Strasbourg. In her speech, the Counselor-Minister reiterated Monaco’s support for the defense of the three pillars of the Organization, which are human rights, democracy, and the rule of law, and she emphasized the central role of the European Court of Human Rights, which constitutes “a bulwark against the weakening of the values promoted by the Council of Europe.” Isabelle Berro-Amadeï also welcomed the effective launch, on April 2, 2024, of the Register of Damage Caused by the Aggression of the Russian Federation against Ukraine, to which Monaco adhered from its inception in May 2023. Among the items on the agenda, it is worth mentioning the adoption of the Framework Convention on Artificial Intelligence, which is the first international legal instrument created in this field. The Ministers of Foreign Affairs also took an initial assessment of the implementation of the Reykjavik Declaration adopted by the Heads of State and Government of the member states in May 2023. The session concluded with the transfer of the Chairmanship of the Committee of Ministers between Liechtenstein and Lithuania.
