Monaco at the 42nd ICAO Assembly in Montréal

The Principality takes part in discussions on safe, inclusive and sustainable aviation, with the goal of contributing to carbon neutrality by 2050.

The 42nd triennial Assembly of the International Civil Aviation Organization (ICAO) is currently being held in Montréal, Canada. The Monegasque delegation is led by Mr. Jean-Philippe Bertani, Permanent Representative of the Principality to ICAO, accompanied by Mr. Jérôme Journet, Director of Civil Aviation of Monaco.

Over two weeks of work, from September 23 to October 3, Member States will exchange views on key issues such as strengthening aviation safety and security, accessibility for persons with disabilities, combating cybercrime, climate resilience, and the development of sustainable aviation, notably through the use of Sustainable Aviation Fuels (SAF).

The election of ICAO Council members is also on the Assembly’s agenda. As ICAO’s executive body, composed of 36 Member States elected for a three-year term, the Council oversees the implementation of ICAO’s standards and policies and coordinates the work of its various technical committees.

These discussions take place in a geopolitical context marked by regional conflicts directly affecting aviation safety and passengers.

Bilateral meetings with other Member States, such as Singapore, will allow the Monegasque delegation to exchange views on common challenges and share best practices in key areas. Committed to achieving carbon neutrality by 2050, Monaco’s aviation sector—focused on urban and regional air mobility—aims to actively contribute to accelerated decarbonization through SAF and the introduction of electric air taxis (eVTOL), whose certification is expected by the end of the decade.

For reference, ICAO is a specialized United Nations agency, founded in 1944. It develops international standards to ensure the safety, efficiency, and sustainability of global air transport. Its headquarters are in Montréal, and it brings together 193 Member States.
