Wednesday, May 7, the Economic, Social and Environmental Council (CESE) hosted in its hemicycle the closing session of the 18th edition of the Youth CESE.

Launched in November 2007, this youth-focused version of the Principality’s third Assembly is the result of close collaboration with the Department of National Education, Youth and Sports (DENJS). Eighteen years after initiating the creation of the Youth CESE, Her Excellency Mrs. Yvette LAMBIN BERTI honored this session with her presence as its patron, marking a true milestone in the life of this young Assembly.

Based on volunteer participation, the Youth CESE enables students of all nationalities attending the Albert I, François d’Assise-Nicolas Barré and Rainier III high schools to make their voices heard in public debate. In total, more than 580 high school students have participated in this initiative. Over the past year, the 39 young Council members of this edition met with public and private stakeholders in the Principality to gather the information necessary for drafting their proposals. They also had the opportunity to discover the workings of public governance.

The presentation of the projects took place under the joint authority of Mrs. Caroline ROUGAIGNON VERNIN, President of the CESE, and Her Excellency Mrs. Yvette LAMBIN BERTI, Secretary of State, in the presence of Mr. Thierry LERAY and Mrs. Christine GIOLITTI, Vice-Presidents of the CESE, Mr. Jean-Philippe VINCI, Director of National Education, Youth and Sports, as well as school principals and supervising teachers.

During this session, four proposals were adopted:

  • Proposal No. 2025-72: aimed at reducing light pollution in the Monaco train station galleries (Rainier III High School);

  • Proposal No. 2025-73: regarding the implementation of first aid training in high schools in the Principality of Monaco (Albert I High School);

  • Proposal No. 2025-74: concerning the organization of charity action days linked to the use of MonaBike bicycles in the Principality (Albert I High School);

  • Proposal No. 2025-75: related to the organization of a “Smart Water Day” in the Principality of Monaco (FANB High School).

These proposals will soon be submitted to the country’s Authorities. There is no doubt that the young Council members of this 18th edition hope for outcomes as positive as those granted to some of their predecessors: for example, the City Stadium on the Esplanade des Pêcheurs, rain garden pilot projects on the Charles III block, or even the organization of job dating events between students and professionals, are concrete achievements of past Youth CESE proposals.
