Monaco at the 10th Regional Forum of the Union for the Mediterranean: A Renewed Commitment to Cooperation and Stability

The Principality marks the 30th anniversary of the Barcelona Process and supports the new Pact for the Mediterranean, focused on human development, sustainability and security.

The Principality of Monaco took part on 28 November 2025 in the 10th Regional Forum of the Union for the Mediterranean (UfM), celebrating the 30th anniversary of the Barcelona Process, alongside the 43 member countries of the Organisation. The Monegasque delegation was represented by H.E. Catherine Fautrier-Rousseau, Ambassador of Monaco to Spain, and Tatiana El Khoury, Third Secretary at the Department of External Relations and Cooperation.

This edition was marked by the launch of the “Pact for the Mediterranean”, an initiative supported by the European Union and several partner countries from the southern shore, aimed at providing the UfM with a renewed roadmap for the years to come.

The Pact focuses on three interconnected priorities:

  • human development and social innovation,

  • the building of more sustainable and integrated economies,

  • the strengthening of security, resilience and migration management.

This updated framework seeks to reinforce the role of the UfM as a regional cooperation platform, grounded in dialogue, the respect of international law and the principles of the United Nations Charter, at a time of heightened geopolitical tensions in the Mediterranean region.

In his opening speech, the Spanish Minister of Foreign Affairs, José Manuel Albares, reiterated the strategic importance of the Mediterranean and the unique nature of the UfM, the only forum bringing together Israel and Palestine on equal terms, illustrating the relevance of multilateral dialogue—particularly in times of crisis.

Discussions naturally focused on the situation in the Middle East. Several States stressed the need to uphold international humanitarian law and to ensure safe and unhindered access to humanitarian aid for civilian populations.

The Monegasque delegation closely followed all the Forum’s proceedings and was able to meet, on the sidelines of the event, with various regional partners to discuss the issues addressed.
