The Italo-Monegasque Joint Commission for Administrative Cooperation met in Monaco on May 12, 2025.
The meeting was co-chaired by Ms. Isabelle BERRO-AMADEÏ, Minister of Foreign Affairs and Cooperation of Monaco, acting as Minister of State, and Mr. Giorgio SILLI, Undersecretary of State at the Italian Ministry of Foreign Affairs and International Cooperation.
The Monegasque delegation included, notably, members of the Government. The Italian delegation was composed of senior representatives of the ministries involved in relations with Monaco.
Items on the agenda included issues relating to transport, social security, health, linguistic and educational cooperation, promotion of investment in both countries, and cooperation in the fight against crime.
Regarding traffic circulation, the Italian side confirmed that, in accordance with the Vienna Convention of 8 November 1968 on Road Traffic, the Italian authorities recognize the validity of Monegasque driving licenses and that it is not necessary to hold an international license to drive in Italy.
Concerning freight transport, the matter of authorizations granted to Monegasque companies to operate on Italian territory was discussed. In-depth discussions will continue within the Joint Commission established by the bilateral agreement concluded in 2012 concerning the regulation of international road transport of passengers and goods.
In the field of air transport, both parties reviewed the potential development of the 1989 Italo-Monegasque agreement on air services.
On health and social security, Italo-Monegasque cooperation is of fundamental importance.
The two delegations agreed to discuss expanding access to healthcare services in the Principality for all Italian residents of Liguria, under conditions acceptable to both parties.
Monaco and Italy also discussed coordination on social security, particularly the issue of family benefit payments.
In the area of linguistic and educational cooperation, the Italian authorities expressed their desire to enhance the teaching of the Italian language in Monegasque schools. The Monegasque side provided an overview highlighting the role of Italian language instruction. Both delegations agreed to continue discussions on this topic.
The Commission also addressed the area of economic development, particularly with regard to Monegasque investments in Italy and Italian investments in Monaco.
Both delegations agreed to jointly examine these matters of mutual interest, particularly through an economic forum to be organized jointly.
Finally, the representatives of both countries confirmed their wish to quickly conclude the signing of a Memorandum of Understanding between the Guardia di Finanza and the Monegasque Directorate of Public Security aimed at enhancing operational cooperation between the two bodies to combat various forms of crime.
At the end of this working session, both delegations welcomed the excellent quality of the discussions, which allowed concrete progress on the issues addressed and fostered increasingly close cooperation between Monaco and Italy.
The two delegations agreed that the next session of the Italo-Monegasque Joint Commission for Administrative Cooperation will be held in Rome.
