By Sovereign Ordinance No. 11.290 of 2 July 2025, Mr Christophe Mirmand has been appointed Minister of State of the Principality of Monaco.

A senior French civil servant, Mr Mirmand has had a distinguished career within the French state’s territorial administration. He studied at the Institut d’Études Politiques de Paris and holds a postgraduate diploma in financial management, a master’s degree in international and European law, and a bachelor’s degree in history. He is also a graduate of the École Nationale d’Administration (class of Michel de Montaigne, 1988).

Upon taking office, H.S.H. Prince Albert II highlighted Mr Mirmand’s thorough knowledge of administrative and territorial structures, particularly recalling his previous roles as Prefect of the Alpes-Maritimes and Prefect of the Provence-Alpes-Côte d’Azur region. Aged 63, Mr Mirmand succeeds Ms Isabelle Berro-Amadeï, who had served as interim head of the Princely Government since 10 January 2025.

Mr Mirmand began his career in the prefectural administration in 1988 as Deputy Prefect and Chief of Staff to the Prefect of the Basse-Normandie region. He gradually assumed increasing responsibilities within the territorial administration. In 1990, he was appointed Chief of Staff to the Prefect of Guadeloupe, Jean-Paul Proust, who later served as Minister of State of Monaco (2005–2010).

Later, he served as Secretary-General of the Var Prefecture from 1999 to 2001, then of the Haute-Garonne Prefecture from 2001 to 2004, where he was also in charge of urban policy initiatives.

He went on to serve as Director-General of Services of the Hauts-de-Seine Departmental Council before being appointed Prefect of Haute-Loire in 2006, and then successively Prefect of Savoie, Alpes-Maritimes (2012–2013), Corsica, Brittany, and finally the Provence-Alpes-Côte d’Azur region, where in 2020 he succeeded Pierre Dartout, appointed Minister of State in Monaco.

In these prefectural roles, he sat on various boards, including those of the supervisory councils of Nice Côte d’Azur Airports, Marseille-Provence Airport, and the Grand Port Maritime of Marseille-Fos.

Mr Mirmand has also held several positions within the central administration: Deputy Director of General Administration and Finance at the General Directorate of the National Police, Director of Territorial Administration, and finally, Secretary-General of the Ministry of the Interior.

An Officer of the Legion of Honour and of the National Order of Merit, Christophe Mirmand served, prior to his appointment in the Principality, as Chief of Staff to the Minister of State for Overseas Territories, Manuel Valls.
