
The Principality of Monaco took part in the 43rd UNESCO General Conference, held in Samarkand (Uzbekistan) from 30 October to 13 November 2025. The Monegasque Delegation, led by H.E. Anne-Marie Boisbouvier, Ambassador and Permanent Delegate to UNESCO, represented the country at this biennial event that brings together UNESCO’s 194 Member States to define the Organization’s priorities in the fields of education, science, culture, and communication.
In her statement, H.E. Anne-Marie Boisbouvier congratulated Professor Khaled El-Enani on his appointment as Director-General of UNESCO and announced the renewal of the cooperation framework agreement between Monaco and UNESCO for the 2026–2029 period. With this new agreement, the Principality reaffirms its commitment in three key areas:
Ocean protection, through its support for the MAB Programme, the World Marine Heritage, the Intergovernmental Oceanographic Commission, and the Decade of Ocean Science for Sustainable Development.
Education, by supporting the Global Education Monitoring (GEM) Reports and promoting inclusive education policies, particularly for girls and women.
Culture, through its contribution to the Heritage Emergency Fund and the various UNESCO cultural conventions.
During this 43rd session, Monaco distinguished itself within the Group of Western European and North American States by holding the following positions: H.E. Anne-Marie Boisbouvier served as Vice-Chair of the Science Commission and IOC, and Agatha Korczak acted as Teller during the elections for UNESCO’s Executive Board.
The Conference also adopted the first global normative framework on the ethics of neurotechnology—an essential milestone to ensure that these technologies improve the lives of those who need them while fully respecting human rights.
In parallel, the young Monegasque representative Whitney-Marie Gadeau took part in the 14th edition of the Youth Forum (27–28 October), a platform for young people to discuss global challenges and present recommendations to the Member States attending the General Conference.
The Delegation also included: Séverine Dusaintpère (Deputy Permanent Delegate), Agatha Korczak (First Secretary), Michael Landau (Department of Education, Youth and Sports), and Davide Tarditi (Department of Cultural Affairs).
