On 13 October 2025, during an official ceremony in Brussels, the Principality of Monaco and the European Union signed an Amending Protocol to their Agreement on the automatic exchange of information on financial accounts.
This update aims to reinforce compliance with international tax obligations, in line with the global standard for information exchange developed by the Organisation for Economic Co-operation and Development (OECD).
Andorra, San Marino, and Liechtenstein also signed similar Protocols, revising their respective agreements with the EU.
The Protocol updates the terms of the existing Agreement, introducing enhanced obligations for financial information reporting, in accordance with the revised international standard adopted by the OECD in 2023.
During the ceremony, Mr. Pierre-André CHIAPPORI, Minister of Finance and Economy, reaffirmed Monaco’s steadfast commitment to adhering to the highest global tax standards.
He emphasized that these adjustments are necessary to meet the OECD’s new expectations and to ensure Monaco’s compliance with international transparency and reporting requirements.
Mr. CHIAPPORI also stressed the importance of cooperation between Monaco and the European Union, recalling that the Principality, while preserving its fiscal sovereignty, continues to actively combat tax fraud and evasion.
The amendments will enter into force on 1 January 2026, in line with international objectives.
