Monaco secures top 4 spot in the Barnes City Index 2025

The Principality of Monaco has taken fourth place in the Barnes City Index 2025, which ranks the 50 most attractive cities worldwide for individuals with assets exceeding $30 million.

The report highlights that, in times of global uncertainty, luxury real estate acts as a safe haven. Monaco and Milan stand out as leading destinations thanks to what Barnes calls a “complete lifestyle experience”: world-class infrastructure, refined living standards, and a vibrant international cultural and sporting calendar.

A key driver of Monaco’s appeal remains its fiscal framework: no personal income tax, favorable wealth preservation conditions, and advantageous inheritance planning. In an era of rising taxation and stricter scrutiny of HNWIs, the Principality offers a clear, stable, and investor-friendly environment.

The most sought-after districts

Every area of Monaco has its allure, but three neighborhoods are particularly in demand:

  • Carré d’Or, for its prestige and central location;

  • Larvotto, for its beachfront residences;

  • Mareterra, the new eco-district with private beaches and sustainable luxury.

While smaller apartments sell quickly, three- and four-bedroom properties remain rare and highly competitive.

An ecosystem with the Riviera

Monaco’s appeal is strengthened by its synergy with the French Riviera, where many families complement their Principality base with villas in Cap d’Antibes or Saint-Jean-Cap-Ferrat. Despite average prices above €50,000 per square metre, demand is so strong that the local real estate market is considered one of the world’s safest long-term investments.

A new generation of residents

Beyond established fortunes, the Principality is also attracting younger generations of Ultra High-Net-Worth Individuals (UHNWIs), drawn not only by stability and taxation, but also by a lively social scene: Michelin-starred dining, world-class sporting events, and an increasingly international cultural offer.

Globally, the report counts 426,330 UHNWIs with a combined wealth of $49.159 trillion, a figure projected to grow to 587,650 by 2028, alongside an additional $19 trillion in new wealth.
