This bill aims to modernize and strengthen the legal framework protecting the rights of people with disabilities and their families.<\/strong><\/p>\n<p data-start=\"455\" data-end=\"599\">This legislative initiative introduces several major advancements to better address the realities faced by persons with disabilities, including:<\/p>\n<ul data-start=\"601\" data-end=\"1459\">\n<li data-start=\"601\" data-end=\"893\">\n<p data-start=\"603\" data-end=\"893\"><strong data-start=\"603\" data-end=\"665\">Stronger support for parents of children with disabilities<\/strong>, through the creation of a <em data-start=\"693\" data-end=\"721\">family caregiver allowance<\/em> for parents who must stop working due to the lack of full-time schooling for their child. The system also ensures continued pension rights via State-covered contributions.<\/p>\n<\/li>\n<li data-start=\"895\" data-end=\"1128\">\n<p data-start=\"897\" data-end=\"1128\"><strong data-start=\"897\" data-end=\"929\">A new approach to assistance<\/strong>: the bill clearly separates aid aimed at ensuring a minimum income (means-tested) from aid that compensates for the extra costs related to disability, which will now be granted regardless of income.<\/p>\n<\/li>\n<li data-start=\"1130\" data-end=\"1459\">\n<p data-start=\"1132\" data-end=\"1459\"><strong data-start=\"1132\" data-end=\"1202\">Disability support after the age of 60 will no longer be automatic<\/strong>: from now on, it will be evaluated on a case-by-case basis by the Disability Evaluation Commission, based on the individual\u2019s actual circumstances. Moreover, people over 60 will now be able to apply for disability status \u2014 an option previously unavailable.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1461\" data-end=\"1610\">This bill is fully aligned with Monaco\u2019s national disability policy, carried out through the <em data-start=\"1554\" data-end=\"1565\">Handipact<\/em> initiative led by the Prince\u2019s Government.<\/p>\n<p data-start=\"1612\" data-end=\"1765\">Once adopted, it will allow for the implementation of updated provisions in the Ministerial Decree governing financial aid for persons with disabilities.<\/p>\n<p data-start=\"1767\" data-end=\"2060\">According to Christophe ROBINO, Government Counsellor\u2013Minister for Social Affairs and Health, \u201cThis bill strongly reaffirms the commitment of the Prince\u2019s Government and its determination to establish a robust and adaptive legal framework for all persons with disabilities and their families.\u201d<\/p>\n<p data-start=\"1767\" data-end=\"2060\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-23062 aligncenter\" src=\"https:\/\/montecarloliving.com\/wp-content\/uploads\/2025\/07\/HANDIPACT_LOGO-COULEURS_FOND-BLEU-DR-scaled.jpg\" alt=\"\" width=\"2560\" height=\"2560\"
